UPDATE - India Tourist Visa On Arrival Program

As you are aware, India introduced a Tourist Visa-on-Arrival (TVOA) program, effective November 2014, for which citizens of the USA are eligible.  Complete details and the application process for the same can be found on the website http://indianvisaonline.gov.in/visavoa.

The Electronic Travel Authorization (ETA) is valid for entry only through one of the following 9 designated international Airports:

Bangalore
Chennai
Cochin
Delhi
Goa
Hyderabad
Kolkata
Mumbai
Trivandrum

Please note that Amritsar and Ahmedabad are not included in the 9 designated Airports valid for TVOA.  Also, Air India international passengers traveling EWRAMD on AI144 or those connecting from AI102/AI126 at Delhi to Amritsar/Ahmedabad via flight numbers AI 0001 through AI 0199 will clear Customs and Immigration formalities at Amristar and Ahmedabad, respectively, and NOT at Mumbai or Delhi. Hence, such passengers must necessarily possess a normal Tourist Visa before embarking travel on Air India, as they are not eligible for ETA enabled TVOA.

Clients whilst making reservations on Air India that they must possess a normal Tourist Visa in case they are clearing Customs and Immigration at Amritsar or Ahmedabad international Airports.

In view of the above limitation, please note that changes to reservations/tickets at the embarking airport (EWR/JFK/ORD) resulting from  incorrect documentation, will attract all the fare penalties applicable at the time of departure.

It is the passenger's responsibility to ensure that they possess the proper documents for travel.  Air India will not accept any responsibility towards the correctness of travel documents.  You are therefore encouraged to guide your clients suitably, to prevent any avoidable last-minute inconvenience and/or penalties arising due to this lapse.
